Duties
Serves as an organizational advisor to the Commanding General, on Human Resource Management (HRM) programs affecting Senior Executive Service (SES), Scientific and Professional (ST), and Senior Level (SL) (above GS-15 equivalent) personnel.
Determines executive personnel needs related to the accomplishment of organizational missions, goals, and initiatives aligned with Army priorities.
Keeps executive-level employees advised of proposed legislative changes.
Provides recommendations to management and leadership on adjustments to program plans necessary to solve complex or unusual issues and resolve deficiencies identified.
Provides strategic advisory services, guidance, and authoritative interpretation to organizational senior leaders.
Reviews and analyzes higher echelon policy and regulations related to organizational initiatives.
Serves as a senior action officer on special assignments tied to one or more areas of diverse human resources and executive management programs.
Collaborates with management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized Experience: one year of specialized experience which includes: (1) Providing high-level technical advisories on Human Resource Management (HRM) programs affecting Senior Executive Service (SES), Scientific & Professional (ST), and Senior Level (SL) (above GS-15 equivalent) personnel; (2) Developing strategic executive management plans and programs; AND (3) Administering procedures for new and/or changing program areas due to legislative changes.
This definition of specialized experience is typical of the work performed at the next lower grade level (GS-13).
