Duties
We are filling TWO separate positions one positions will have a primary L/MER focus and the other will have a primary recruitment and placement focus.
Plans, develops and issues definitive L/MER or recruitment and placement guidance to include policies and procedures, (continued below)
based on interpretation of programmatic guidance from Office of Personnel Management (OPM), DoD, and Department of the Army (DA).
Evaluate new legislation for impact on L/MER or recruitment and placement programs and translates that legislation into program goals and objectives.
Provides higher headquarter policy makers with authoritative information and analyses on a wide range of items related to L/MER or recruitment and placement implementation.
Provides advisory and consulting services in personnel management policy to DEVCOM HQs leadership on L/MER or recruitment and placement functions and issues for the organization.
Apply experimental theories and new developments to problems that are not susceptible to treatment by accepted or conventional means.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret security clearance required.
- Temporary duty travel (TDY) required up to 25% of the time.
- A one-year probationary period may be required if not already completed in accordance with 5 CFR criteria.

Specialized Experience: one year of specialized experience which includes: (1) Analyzing and evaluating HR labor/management employee relations (L/MER) strategies or recruitment and placement program execution at subordinate levels in order to recognize problems and problem areas and originate and implement solutions to complex or unusual issues; AND (2)Developing policies and procedures based on interpretation of programmatic guidance from organizations in the L/MER or recruitment and placement arena;(3) Recommending solutions and/or implementation plans to complex L/MER or recruitment and placement policies or programs; AND (4) Providing authoritative technical advisory services related to the full spectrum of L/MER or recruitment and placement strategies, techniques, and execution.
This definition of specialized experience is typical of the work performed at the next lower grade level (GS-12)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
