About the Position: Serves as the Chief of Civilian Personnel overseeing all functional areas. The Combat Capabilities Development Command (DEVCOM) is the Army's technology leader. Duties
This position serves as the Chief, Civilian Personnel for DEVCOM HQ G1, Human Resources. Duties of the position include but are not limited to:
Serves as Civilian Personnel Chief for a large, complex geographically dispersed organization.
Supervises a team of 14 individuals representing a varied skill set of Human Capital service areas to include: staffing/recruitment, L/MER, classification and position management.
Represents the organization at meetings and engagements consisting of participants at agency and major command levels.
Coordinates and collaborates with key personnel from the organization and higher headquarters on identifying, addressing, and resolving programmatic issues.
Develops multi-year/long-range Human Capital (HC) program plans, goals, and objectives.
Collaborates with the G1 Director and Deputy Director to formulate short- and long-range Civilian personnel plans, goals, and objectives.
Serves as a technical expert on human capital solutions that focus on the development and execution of recruitment plans, strategies and innovative business practices.
Oversees Demo STRL authorities, awards and recognition, SES/ST.SL Program Management, benefits and entitlements, and in/out processing, among other programmatic and policy areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement up to 20% of the time.
- Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Supervisory probationary period may be required if not previously served.

Specialized Experience: One year of specialized experience equivalent to the DE-03 pay band (GS-13 equivalent ) level in the Federal service which includes: (1) Planning and/or directing comprehensive Human Resource programs at agency and major command levels; (2) Providing authoritative technical advisory services related to STRL demo or alternate demonstration pay systems; (3) Managing a full scope of HR functions to include at least two of the following areas: Labor Management and Employee Relations, Staffing/Recruitment, Classification, or Workforce Development; and (4) Supervising/Overseeing a subordinate staff of employees to support the organizations short- and long-term mission goals and objectives.

This definition of specialized experience is typical of work performed at the next lower pay band or equivalent grade/level position in the Federal Service DE-03 (GS-13 equivalent).
