Duties

Reviews, analyzes, and evaluates programs, activities, systems, reports, and processes. Continually analyzes processes and develops goals, objectives, tools, and procedures for creating improved processes and products. Gathers requirements, coordinates document, generates independent government estimates, and advises on contracting strategies and objectives to be pursued, considering the overall government objectives and considerations. Performs detailed research and prepares acquisition recommendations for procurement of end-user IT devices and capabilities. Forecasts potential problems, identifies potential risks, develops corrective and/or preventive actions, and identifies ways to avoid or mitigate risk.

Qualifications

Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience is defined as: Assists with conducting detailed analysis to develop new approaches; and performing research pertaining to continuing initiatives. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service. Specialized experience is defined as: Use analytical techniques to evaluates programs, systems, reports, and processes. and participate in surveys and studies to identify and initiate process changes which address/resolve procedural and systems deficiencies. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service. Specialized experience is defined as: Use analytical techniques to evaluates programs, systems, reports, and processes. and participate in surveys and studies to identify and initiate process changes which address/resolve procedural and systems deficiencies; and evaluate process changes implemented to determine whether action taken resulted in improved operations. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recent experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required. Competencies: Acquisition Strategy, Administration and Management, Planning and Evaluating, and Program/Project Management Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

There is no substitution of education for specialized experience at the GS-12 grade level

    • Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
