This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA BUSINESS SUPPORT OFFICE-EC1.
Duties
Develops and implements strategies to most effectively utilize contract resources to support the EIIC mission.
Coordinates, reviews, and evaluates submission of all EIIC contractual requirements reflected in the DISA Program Objective Memorandum (POM) and budget and major adjustments to the POM and budget during implementation.
Serves as the primary interface with the contract management/administration office, and as an acquisition advisor to the PMs, in all areas of procurement related resources.
Provides advice and guidance on contracting and acquisition matters to EIIC personnel, including the PMs, other CORs, and other staff members and officials. Researches and analyzes complex procurement issues.
Represents EIIC as an advisor on the use of contracted support to further the mission. This includes monitoring all EIIC acquisitions on the acquisition tracking systems and reporting key milestones to the Program Manager.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This is a drug testing position.
- Incumbent is required to travel (TDY) occasionally.
- Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance is required.

In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as experience using program analysis techniques to analyze and measure the effectiveness, efficiency, and productivity of administrative and technical programs and to analyze contract administration procedures to advise and/or monitor long-term, complex contracts.
