About the Position: Serves as a Health System Specialist at a Medical Treatment Facility within the Defense Health Agency. Supports the organization as a Group Practice Manager, serving as an analyst and primary point of contact for decision support and business planning.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Monitor and review department operations to enhance efficient utilization of resources.
Provide oversight of the department’s operating budgets and business plans.
Support the organization to maintain compliance with legal and regulatory requirements.
Function as a liaison between the clinical departments and administrative divisions.
Communicate mission, vision, values and decisions to the department’s administrative staff.
Work with department chiefs to develop plans for department strategic and business plans.
Establish and implement administrative functions for supported clinical departments.
Perform comprehensive budgeting assistance over-site for supported clinical departments.
Prioritize projects in line with the hospital financial goals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) perform a variety of clerical, administrative, and technical duties in support of health care delivery systems/programs in a Medical Treatment Facility AND 2) utilize various automated accounting and record keeping systems to generate reports on healthcare data services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
