About the Position: This position is in the Healthcare Business Department, Directorate for Healthcare Business, Naval Medical Center Portsmouth (NMCP). This position serves as Department Head, Tricare Operations Department, NMCP. This position reports directly to the Associate Director, Healthcare Business and has direct supervision of the referral management process, healthcare business optimization and analytics, and the Health Benefits Division.
Duties
Provide oversight, serving as advisor and consultant regarding development implementation and management of the military treatment facility (MTF) healthcare business optimization/analytics, referral management activities and health benefits.
Oversee the development and completion of the annual business plan.
Analyze clinical referral management approaches and current MTF culture, provide recommendations, both short long-term, to implement business optimization and population-based healthcare management.
Present data analysis summaries and provide healthcare recommendations to management and MTF leadership and interpret patient data to facilitate patient population health initiatives.
Present briefings related to the MTF’s business optimization, referral management, and health benefits activities, to facilitate communication/awareness and highlight healthcare performance and improvement successes.
Serve as a liaison between MTF providers, civilian network facilities and providers, other health care personnel, and members of business optimization/analytics and referral management on matters relating to consultation and referral practices.
Ensure accuracy in timekeeping program for civil-service and contract employees as a certifying official.
Track ordinary sick, annual leave, overtime, and comp time for all GS employees, and for contract employees as appropriate.
Perform interviews of candidates for positions in the unit.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).

Specialized Experience: One year of specialized experience which includes: working in a medical treatment facility, providing administrative and management oversight; analyze data to make and recommend substantive policy changes; develop and obtain statistical and narrative input on assigned programs in support of management reports/review and analysis/suspense actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
