You will serve as an INDUSTRIAL SECURITY SPECIALIST in the KNOWLEDGE MANAGEMENT AND SECURITY DEPARTMENT (N2) of the BOARD OF INSPECTION AND SURVEY (INSURV) of PRESINSURV NORVA.
Duties
You will develop, update, and implement local program policies, procedures, and Standard Operating Procedures and for INSURV’s Physical Security Program.
You will advise and coordinate with management on reinvestigation requirements and continuing program (e.g., ongoing checks on employee eligibility, suitability, access, and due process).
You will review requests for clearance and special accesses investigations for military and civilian personnel to ensure accuracy of application and only those personnel who have a requirement are processed.
You will be responsible for the certification, physical security requirements, intrusion detection system, documentation and education of the command’s open secret storage area.
You will recommend whether a security clearance should be granted, suspended, revoked, or denied, request additional expanded investigations, and report credible derogatory information to the Security Manager.
You will prepare and maintain the Security Clearance Access Roster (SCAR) per the command’s billet coding to ensure that only those personnel with both the right and need to know are listed and the identified access level is correct.
You will utilize Aircraft and Personnel Automated Clearance System (APACS) to submit all country and theater clearances for the command and for command members that are going on out of country leave.
You will identify physical security vulnerabilities, risks and control building access for the command as well as visitors through the issuance of building and controlled space badging.
You will be responsible for the certification, recertification, physical security requirements, documentation and education of the command’s restricted access areas and EKMS spaces.
You will execute the command’s key and lock program, key inventory, manage custodian paperwork, lost/stolen key documentation, installation of new locks, changing combinations and for the accountability of all command keys and locking devices.
You will train personnel on the requirements of the command’s physical security program, investigate and report security infractions and violations
You will be responsible for complying with the Navy Insider Threat Program (InTP), develop procedures to report insider threats (actual/potential) and Potential Risk Indicators (PRI’s) to the Command, Security Office and the Navy Insider Threat Hub.
You will execute the Command’s Information Security Program to ensure the safeguarding of national security information, implement SOPs to control, protect, and prevent compromise or loss of classified defense information or material.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain a Security Fundamentals Professional Certification (SFPC) within 2 years of assuming this position and must be maintained through the entire length of employment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience initiating, reviewing, submitting and monitoring personnel security investigations/reinvestigations and the enrollment into Continuous Evaluation (CE) utilizing National background Investigative Services (NBIS)
Experience with personnel case submissions and monitoring in Defense Counterintelligence and Security Agency (DISS) (CSRs and RFAs)
Experience with DISS visit requests and knowledge of overseas travel requirements for country and theater clearances utilizing the Aircraft and Personnel Automated Clearance System (APACs)
Experience and knowledge of information and physical security incident and violation reporting
Experience with Information Security to include the protection, proper tracking and destruction of classified materials, controlled unclassified information (CUI), including inventory/audit policies and procedures.
Experience with classifying, downgrading, and declassifying of classified materials
Experience in Physical Security and knowledge of the proper protocol on Open Secret Storage (OSS), EKMS, Controlled Access Areas (CAA), Restricted Access Areas (RAAs) and key and lock program requirements.
Experience in creating, conducting, monitoring and tracking security education requirements and writing Standard Operating Procedures (SOPs)
Experience in SCI requirements and liaising with USFF SSO to ensure SCI requirements are met for those with a need-to know
Experience in Industrial Security to include reviewing classified contracts and ensuring hired contractors and their facilities are cleared at the appropriate level.
Experience with the Navy Insider Threat Program (InTP) requirements and the ability to implement and monitor the command's InTP program
Experience in the Sensitive Activities and Classified Contracting (SAIRC) program as it relates to preventing the act of gray contracting and to providing proper protection for sensitive contracts.
