You will serve as a Human Resource Specialist in the Human Resources Division, Personnel Programs Branch of NAVAL SUPPLY SYSTEMS COMMAND.
Duties
You will have knowledge of human resources concepts, principles, practices, laws, and regulations, the
relationships between subordinate and senior levels of HR management (HRM) within the organization and other programs
You will apply a comprehensive knowledge of HR management principles, concepts, practices, methods and techniques as required to significantly change, interpret and develop recruitment programs
You will collect, analyze and report monthly metrics to senior leaders on awards processed by type, level, and maintenance and distribution of the department-level awards balance reports
You will develop, coordinate and issue approved requirements, procedures, plans, programs and policies for Enterprise application
You will have the ability to collaborate with and lead management in employing change management process
concepts and techniques such as strategic planning and entailing the ability to develop business objectives .

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
GS-12:I have one year of specialized Human Resource Specialist experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying knowledge of human resources concepts, principles, practices, laws, and regulations, the relationships between subordinate and senior levels of HR management (HRM) within the Enterprise and/or between the organization and programs of other Federal departments, bureaus, or equivalent organizations. Examples of specialized experience must include majority of the following: 1) Applying knowledge of and skill in applying comprehensive knowledge of HR management principles, concepts, practices, methods and techniques as required to significantly change, interpret and develop recruitment programs; 2) Identifying and analyzing skill necessary to apply a wide range of qualitative and quantitative methods to the design and conduct of comprehensive HR studies and projects that are characterized by their extreme breadth and importance;3) Develops, coordinates and issues approved requirements, procedures, plans, programs and policies for Enterprise application ; 4) Analyzes HR functional areas and conducts post-inspection reviews and assessments ;and 5) Evaluating and analyzing a variety recurring problems associated with casework and provide advice and guidance to other personnel management advisors and management officials.
GS-11:I have one year of specialized Human Resource Specialist experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying knowledge of human resources concepts, principles, practices, laws, and regulations, the relationships between subordinate and senior levels of HR management (HRM) within the Enterprise and/or between the organization and programs of other Federal departments, bureaus, or equivalent organizations. Examples of specialized experience includes:1) knowledge of HR management principles, concepts, practices, methods and techniques as required to significantly change, interpret and develop recruitment programs;2) Ability to collaborate with and lead management in employing change management process concepts and techniques;3) assess program operations and recommend ways to maximize HR flexibilities to leverage workforce productivity and ;4) Analyzes HR functional areas and conducts post-inspection reviews and assessments.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11 :
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
