You will serve as a Supervisory Financial Management Analyst in the MCIEAST Programming of MARINE CORPS BASE.

Duties

You will isolate, define, and resolve unknown conditions affecting regional program plans. You will draft, staff, and issue programming guidance to establish the timeline for development, review, and approval of program plans. You will analyze Common Output level of Support data and systems regarding the Marine Corps’ Installation Base Operations Support services, priorities, standards, and labor/other than labor costs that support. You will analyzes and consider a wide range of budget and program factors and alternative means of accomplishing objectives. You will direct, manage and supervise the conduct, work schedules, and work performance of all employees within the Programming Division.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires that the selectee meet the Financial Management Certification requirements of the National Defense Authorization Act (NDAA) 2012, Section 1599d.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpret and develop programming policies, practices, and procedures to maintain and improve financial management operations; conducts budget analysis for input into program objective, material and budget estimate submissions to formulate a current fiscal year obligations; conducts analysis to support setting of and/or changes to current levels for all command functions and sub-functions; and drafts presentations to defend programs requests before approving authorities.
