About the Position: Located in the Budget Department under the Director of Resource Management, this position requires a broad in-depth practical knowledge of US Government budget, accounting and other financial management technical methods and procedures for managing the annual budget by analyzing each Department's annual budget and utilizing the General Fund Enterprise Business System (GFEBS) and Financial Management Information System (FMIS).

Duties
Review and certify Operation and Maintenance funding availability which includes contract, supply, pharmaceutical, and travel commitments and obligations.
Analyze spend/phasing plans to determine funding availability.
Employees of this level are also Certifiers for all command medical and nonmedical travelers in the Defense Travel System (DTS).
Provide guidance to all coworkers, supervisors, internal and external customers regarding budget, regulations, and procedures.
Position requires analyzing, testing, problem solving and experience auditing to ensure compliance in accordance with Defense Health Agency guidance, Department of Defense Financial Management Regulation and other guidance’s.
Formulate budgets and estimates to support plans, programs, and activities.
Develop and/or utilize automated spreadsheets and database applications for financial accounting reports to management officials within the Command.
Utilize financial systems such as, Defense Civilian Pay System, Financial Management Information System, Defense Travel System, Defense Medical Logistics Standard Support, and General Fund Enterprise Business System.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required
- All employees assigned to a Medical Treatment Facility are required to be screened for applicable immunizations regardless of series, based on occupational risk, and are subject to missing/required immunizations.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This is a financial management Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes a combination of budget, accounting, contract management, logistics, procurement, resource management, auditing, or/and program management functions, 2) Experience using financial operating systems, such as General Fund Enterprise Business System (GFEBS) or/and Financial Management Information System (FMIS), and 3) Experience using spreadsheets, such as Microsoft Excel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance or Budget.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
This is a financial management Level 2 Certified position.
