About the Position: This position falls under Defense Health Agency Naval Medical Center Camp Lejeune serving as the Command
Financial Improvement and Audit Readiness (FIAR)subject matter expert, directing the coordination, collection, oversight, and submission of all DHA Financial Statement Audit samples to the Defense Health Program (DHP) Audit Response Team. 40 hour work week, straight 8's or 5/4/9. Time range 6am-6pm. Office environment.

Duties
Perform financial stewardship duties to include Budgeting; Fiscal Law; Fiscal Responsibility; and Resource and Program Management.
Advise managers on the command funding requirements and expenditures regarding the federal budget process and how the various documents and budget formulation interrelate.
Implement fiscally responsible management controls systems within the agency, including a quality assurance program, to effectively support program auditors, respond to findings, and harness audit information for program improvement.
Advise and make decisions on the Anti-Deficiency Act, theories of appropriations law, and their implications for financial decisions.
Conduct program analysis relating to the development and execution phases of operating programs.
Apply basic analytical and statistical principles/techniques to review and analyze current execution rate and trend.
Implement, monitor, and report tasks required to comply with the Risk Management Internal Controls Program.
Monitor the scheduling and completion of internal control review checklist, tracking all reportable weaknesses, and completing all upward reporting requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a financial management Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.

In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes analyzing financial data such as costs, budget estimates or/and financial requests for an organization; performing audits and evaluating internal controls related to risk management; utilizing accounting systems to enter and retrieve financial data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance, accounting or statistics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
