You will serve as a Financial Management Analyst in the Budget Branch, Comptroller Division of USMC FORCES SPECIAL OPERATIONS CMD.
Duties
You will assist the Branch Head with the interpretation and development of budgetary policies, practices, and procedures to maintain and improve Financial Management operations.
You will conduct budget analysis and inputs into the Program Objective Memorandum (POM), Budget Exhibit Submission (BES), and current year budget for both the Combatant Command (USSOCOM) and Service Headquarters (USMC).
You will monitor commitments and obligations and analyze the effectiveness of budget allocations against requirements, identify savings for re-allocation to command priority efforts, and ensure execution does not exceed budget authority.
You will work with others to develop financial procedures and checklists/processes, identifying fraud, waste, abuse, discrepancies/errors, preparing recommendations and reports of results, and conducting briefings regarding the evaluations.

- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing financial data (e.g. cost estimates, obligations, and expenditures); 2) Formulating and executing budgets; 3) Providing recommendations on effective methods for use of funds to support organizational plans; and 4) Assisting with the interpretation and development of budgetary policies, practices, and procedures to maintain and improve financial management operations.
