About the Position: This is a Direct Hire Authority solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. This position falls under the Defense Health Agency, Naval Medical Center Camp LeJeune as the delegated authority for certifying, approving and the disposition of the Medical Services Account, Third Party Collections and Medical Affirmative Claims programs, under Third Party Collections.
Duties
Develop, implement, train, evaluate, and affect improvements for the Uniform Business Office operations.
Oversee the Uniform Business Office billing and collection procedure, including authority for control, accounting, reporting, and processing actions relative to hospital services. .
Provide monthly and quarterly reports Director of Resource Management (DRM) and Defense Health Agency as required.
Determine accounts statues and prepare debt packages to transfer uncollectible accounts to the appropriate Finance and Accounting Offices for collection.
Balance daily transaction receipts and disbursements with electronic records.
Establish and implement procedures for collection of hospital charges for inpatient and outpatient services, meals, and other services provided to multiple categories of authorized beneficiaries.
Make personal determination of patient's eligibility to pay in-full or receive extensions of credit to make payments on account balances.
Oversee the more complex Third-Party Collection and Medical Affirmative Claim bills.
Interpret guidance prescribing and affecting administration of funds.
Balance accounts and assure dispositions of funds are made.
Assigns, directs, and evaluates the work of employees.
Visit outlying clinics to oversee and train clinical staff on all operations to ensure compliance with policies and procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed Tier 3 background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This is a DOD Financial Management position. Incumbent must complete training for certification Level 2 within 2 years of appointment. Failure to obtain/maintain certification within the required time may subject the incumbent to adverse action.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- The employee may be required to work overtime to include weekends and federal holidays, out of cycle, or unscheduled training or on an emergency basis.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized which includes, 1) Performing accounting and budget, using financial management regulations, policies, and procedures; 2) Performing medical billing and collections, working with third party payers and insurance to recover costs from other agencies and departments ensuring the accuracy of all bills generated and to maximize the collection of funds due; AND 3) Experience supervising or leading a team or project. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Finance or Business Management. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages.
