Social Worker (Program Coordinator), Substance Use Disorder Services (SUDS) is administratively and clinically responsible for the direction of substance use disorder treatment services across the Overton Brooks VA Healthcare System. In this role, the SUDS coordinator provides direct day-to-day supervision of all non-medical/nursing program staff and is responsible for the organization and delivery of all SUDS services.

Major duties for the position include (but are not limited to):
Responsibilities include coordinating the integration of all section resources with medical, behavioral medicine and nursing service elements of care in a manner that insures delivery of a coherent and effective array of treatment options to constituent veterans served by the medical center.
Knowledge and understanding of section related resources available through non-VA community, state, and federal agencies.
Knowledge of the relation of contributions to client care of other professional health care disciplines to section service efforts.
Supervision of the organization and delivery of intensive mental health treatment or rehabilitation interventions within a regional healthcare system with responsibility for services delivered over a large geographic area.
Professional judgment and the flexible use of a wide range of advanced leadership, administrative and clinical practice skills are routinely required.
Insuring the provision of effective services in serious and complicated cases, often referred by other providers and involving complex co-morbidities.
Member of the Mental Health Service Line Executive Council and provides this group with information needed to assist Chief, Mental Health Product Line efforts to monitor the effectiveness, efficiency, and productivity of section operations. Serves on other committees or groups in a manner consistent with section and Service Line role in efforts to meet the goals and objectives of such committees or groups.
Serves as Substance Use Disorder Services clinical and administrative representative to the VISN 16 substance use disorder work group. Disseminates the results of this group's work to affected staff in a manner that best serves to meet the needs of veterans in the VISN service area.
Responsible for the planning and direction of actions necessary to assure that areas of responsibility meet local, VISN, and national expectations related to performance and productivity.
Participates in the preparation of memoranda, procedures, and guidance materials that assist the accomplishment of section service responsibilities. Assists to ensure that subordinate clinicians in the section adhere to these protocols through the application of an appropriate audit system which is in accordance with standards established by external accrediting or clinical licensing bodies.
Establishes and maintains necessary "call back" services to meet extraordinary needs of patients or system usually served during normal tour hours.
Identifies deficits, surveys appropriate options, and makes requests for additional resources consistent with established policies and procedures for such requests. Coordinates the integration and use of community resources, both public and private, into the plan of care for meeting the needs of client population.
Develops or participates in development and management of budget for areas of responsibility.
Establishes and maintains effective filing and recording systems to ensure timely submission or entry of clinical information and/or administrative reports.
Provides consultation and referral services to system supervisors of employees with substance use disorder mental health related behavioral problems to promote employee health and work effectiveness.
May serve as mentor to clinicians new to the Health Care System, particularly those at the entry level, and students. Maintains availability to provide clinical supervision to such individuals as organizational needs indicate.
Work Schedule: 8:00am - 4:30pm Monday - Friday, subject to change based on the needs of the facility.

Pay: Competitive salary and regular salary increases

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator), GS-13:
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations.
Preferred Experience: Experience in violence risk assessment is preferred. Experience in program coordination is preferred.

Physical Demands: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, pulling and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment.
Work Environment: work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
