The incumbent serves as the Mental Health Service (MHS) Deputy Chief (DCMHS) Senior Program Manager at Overton Brooks VA Medical Center (OBVAMC). The MHS DCMHS functions as the primary advisor to the Chief of Mental Health Services (CMHS) on all matters related to the program management of eight specialty programs staffed by multidiscipline mental health professions.

The incumbent works full time to advise and supervise management of program professional practice, credentialing and privileging, education and professional training, practice evaluations, competencies, coordination of peer reviews, practice audits and professional development of MHS professional provider staff. The incumbent oversees the practice of all assigned mental health Social Workers, Psychologists, Physicians, Licensed Mental Health Professional Counselor, Vocational Rehabilitation Counselor, Nurse Practitioners, Physician Assistants, Peer Specialists, Psychology Technicians in Mental Health Service and works collaboratively with the Chief of Mental Health Nursing, Director of Outpatient Mental Health Clinics and Operations Manager to ensure the provision of high-quality mental health services for OBVAMC.
Duties include, but are not limited to:
Ensures compliance with all functions and standards of accrediting bodies such as The Joint Commission (T JC) and the Commission on Accreditation of Rehabilitation Facilities (GARF) that are applicable to Mental Health programs (assessment of the patient; care of the patient; patient rights, organizational ethics; continuum of care, etc.).
Directs patient care needs assessments; identifies gaps in services and supports strategic planning and program development to meet those needs. Within the local planning process, develops short and long-range goals and objectives for provision of Mental Health services.
Works collaboratively with the Chief of Mental Health Nursing, Director of Outpatient Mental Health Clinics and MHS Operations Manager to integrate Mental Health Services into the broader scope of patient care, including, but not limited to, Emergency Department (ED), Primary Care (PC), Medicine Service, Education, Research, etc.
Ensures immediate access to Mental Health care and services. Identifies barriers to access (both internal and external) and encourages appropriate collaboration within Mental Health Service, as well as with other OBVAMC Service Chiefs to overcome obstacles to care.
Serves as a member of the Mental Health Executive Council (MHEC) collaboratively working with the CMHS and other MHS Discipline Leads to make informed, service-level decisions compliant with national, VISN and local facility directives, handbooks, policies and procedures.
Collaborates with all disciplines in MHS. The incumbent is expected to work with MHS on a broad scale supporting the integration of all disciplines in the provision of an interdisciplinary care model.
Serves as a champion for all National Directives related to patient care ensuring on-going service-level compliance to meet National Directives (same-day access to care, suicide prevention, etc.).
Develops program review and evaluation processes to ensure that the access, quality of care, customer service, patient satisfaction, and utilization management, efficiency dimensions of care are continuously evaluated and improved. Develops and translates management goals and objectives into well-coordinated action plans and controlled work operations.
Provides oversight and technical assistance to Mental Health Program Leaders on performance measures across MHS (SAIL, ORYX, HEDIS, etc.) and ensures the development of effective actions plans and process improvement activities.
Responsible for large scale program coordination and administration across multiple sights and ensures that all clinical programs provide the level of care directed by the Uniform Mental Health Services Handbook (VHA Handbook 1160.01 ).
Work Schedule: Monday- Friday 8:00am- 4:30pm
Pay: Competitive salary and regular salary increases.
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure/Certification. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Social Worker (Program Manager), GS-14
Experience and Education. One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs:
Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring.
Ability to translate management goals and objectives into well-coordinated and controlled work operations.
Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development.
Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
Preferred Experience: Program management and supervisory experience.
