This position is the Assistant Chief of Mental Health Services with full authority and responsibility for providing administrative support, overall planning, organizing, directing and evaluating the Mental Health Service programs at Overton Brooks VAMC.

Has responsibility for ensuring clinical operations run smoothly.
Has responsibility to maintain compliance with VA regulations for clinical care and documentation.
Overview process for ensuring Mental Health meets performance measures/goals/and implantation of new clinical processes to include clinical reminders, Joint Commission, medication monitoring, all clinical performance measures, requirements for suicide prevention, clinical compliant process responses, clinical justification for veterans with complex care and treatment and requirements for mental health uniform services package.
Assists with planning for growth of Mental Health Service.
Has responsibility for the preparation of reports assigned by the Chief of Service, Chief of Staff, Medical Center Director, or by Central Office.
Participate in staff recruitment, screening of applicants, and will assist the Chief with determining staff assignments.
Coordinates, develops, and provides a variety of staff development programs, education and training resources to a wide spectrum of staff at the Medical Center.
Assists the Chief, MHS in managing the work of supervisors, particularly with respect to problems crossing Service lines or other activities which require joint action.
Provides administrative, clinical and technical supervision to MHS staff, as assigned by the Chief of MHS.
Expected to devote at least 25% time towards the practice of patient care services, either as a direct clinical provider or through professional supervision of other clinical providers.
Work Schedule: Monday - Friday, 7:30am to 4:30pm.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure: Must be licensed or certified by a state to independently practice social work at the master's degree level.
Advance Practice Level: Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Social Worker (Program Manager), GS-14.
Experience and Education: One year of experience equivalent to the GS- 13 grade level. Examples of experience include but are not limited to managing, directing and overseeing complex treatment programs with the medical center, supervisory responsibilities covering multiple disciplines responsibility for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operation, and all reporting requirements. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs:
Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring.
Ability to translate management goals and objectives into well-coordinated and controlled work operations.
Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development.
Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
Preferred Experience: Supervisory or Program Management.

The full performance level of this vacancy is GS-14.
Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items. Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
