This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Social Worker (Program Coordinator) Substance Use Disorder Services (SUDS) is administratively and clinically responsible for the direction of substance use disorder treatment services across the Overton Brooks VA Healthcare System. These services include: screening and placement; multidisciplinary assessment; treatment planning; treatment; counseling of patients and families; discharge planning; provision of continuing care services; patient and staff education; coordination of treatment service delivery by disciplines other than SUDS direct service staff; organizing and monitoring of patient referral to community supports, and provides expert consultation regarding SUDS needs to the Mental Health Service Line Contracting Officer Representative for contracts with community service providers for transitional housing services. Duties include but not limited to:
A. Program Management Responsibilities
The incumbent plans and directs or supervises the direction and delivery of Substance Use Disorder Services within Overton Brooks VA Medical Center (OBVAMC) system in a manner consistent with system standards for care as well as VISN 16 mission and vision. Responsibilities include coordinating the integration of all section resources with medical, behavioral medicine and nursing service elements of care in a manner that insures delivery of a coherent and effective array of treatment options to constituent veterans served by the medical center. Performs a similar role, working closely with other Mental Health Service Line managers.
- Serves as Substance Use Disorder Services clinical and administrative representative to the VISN 16 substance use disorder work group. Disseminates the results of this group's work to affected staff in a manner that best serves to meet the needs of veterans in the VISN service area.
- Is responsible for the planning and direction of actions necessary to assure that areas of responsibility meet local, VISN, and national expectations related to performance and productivity.
Direct Patient Care:
The coordinator will oversee the referral process to the SUDS program. The incumbent will be responsible for answering consults, conducting intakes and assessment procedures, and referring Veterans to other SUDS staff for appropriate services. The incumbent will implement evidence-based individual and group recovery services in
conjunction with other SUDS staff. The incumbent will be responsible for monitoring recovery outcomes.
B. Supervisory and Managerial Authority Exercised
Makes work assignments based on system priorities while considering the difficulty of client cases involved and the individual capabilities of employees.
Develops employee performance standards and implements a system for periodic evaluation of the performance of subordinate employees against these standards, to include periodic supervision of work planning, progress reviews and written performance appraisal feedback.
Leads and/or directs the interview and hiring selection process for vacant positions within the section and in accordance with established facility and VA policies.
C. Difficulty of Typical Work Supervised
The incumbent has direct clinical and administrative responsibility for the delivery of Substance Use Disorder Services within the Healthcare System's catchment area. To effectively coordinate continuity of veteran care and seamless service transitions, the position requires significant knowledge and understanding of day to day operations throughout the Service Line. Veterans served by the section display the full range of complexity routinely encountered in overall Mental Health Service Line operations.
Occasional travel to remote sites to effectively perform supervisory duties is an expectation.
D. Other Conditions
The incumbent is responsible for the operation of a multidisciplinary team organized to provide aggressive intervention to treat individuals suffering from chronic substance use disorders. Team members are drawn both from dedicated SUDS staff as well as adjunct staff from other system sections.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator), GS-13
Experience and Education. One year of experience equivalent to the GS-12 grade level.
Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
