Duties

Analyzes logistics business processes in automated information systems (AIS) built around Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) software. Ensures that proposed system changes/fixes/enhancements leverage the capabilities of the software products to the maximum extent possible... ... while maintaining efficient and effective AIS support of business processes according to user needs, agency policy, and department regulations. Provides systems analyst expertise for project teams to ensure the development of requirement solutions and related requirement documents for proposed software fixes... ... enhancements, and other changes are consistent with both business policy and efficient system performance. Provides expertise to individual project teams in identifying the best use of data elements, tables, internal data configurations, and tools within a COTS package in order to design and document application requirements... ... that can be subsequently developed and deployed, resulting in maximum system performance and accurate business process support. Analyzes and resolves complex interface problems between application modules or external system partners referred by other systems analysts. Provides expert functional guidance to project teams, team members, and other organizational personnel, offering information and recommendations to coworkers and management personnel in order to simplify maintenance and streamline processing.

Qualifications

To qualify for an IT Specialist (SYSANALYSIS) your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applies systems testing and evaluation principles, methods, and tools sufficient to develop software test plans, test cases, procedures, and test data, analyze and document test results, and evaluate impacts of proposed system changes. Applies business process engineering concepts and methods sufficient to conduct projects designed to identify potential improvements in the way information technology is applied to key business processes. Evaluates functional specifications calling for customized modules, elements, and tables, and offers options/recommendations on how COTS standard data elements, tables, and configurations can be used to meet the business requirement(s). For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
