Duties

Serves dual hatted as Deputy Director, Strategic IT Business Operations, and supervises a team that collaborates with the ESA Director, Chief information Officer (CIO), Deputy CIO, Enterprise Service Areas, universities, and vendors. Performs in-depth analysis and implement changes that cut costs/create future monetary savings, use develop robotic process automation/workflow automation to reduce manual work, and eliminate process inefficiencies. Ensures internal/management control programs are executed efficiently and effectively. Provides oversight in the areas of senior audit coordination, senior meeting attendance, workload tracking/monitoring, and coordination/ collaboration. Coordinates organizational tasks (TMT, funding, travel, taskers, SITREPs, etc.) with Division Chiefs to consolidate submissions and ensure suspense's are met. Provides direct support, through Manpower Support, Enterprise architecture, budget and finance, and contracting, for acquisitions that develop, manage, field, and sustain IT hardware/software. The direct support through Manpower Support, Enterprise architecture, budget and finance, and contracting, includes the National Security Systems and IT service Contracts. Incumbent manages a staff of civilians and makes recommendations to the ESA Director, Deputy Director (SES) on assigned areas of responsibility. The incumbent makes decisions on policies concerning the career management of the assigned staff. Develops and exercises review of work assignments and accomplishments of subordinate staff. Approves changes in policies and operations and furnishes guidance on the most difficult problems to key subordinates. Incumbent is responsible for directing, coordinating, reviewing, and approving the work products produced by professional and administrative personnel in a variety of occupational specialties. Supervises General Schedule employees performing complex clerical, technical, and administrative work through the GS-15 equivalent grade level.

Qualifications

To qualify for a Supervisory IT Program Manager (PLCYPLN) your resume and supporting documentation A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to theGS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Responsible for identifying and implementing significant programs or functions, in his/her own behalf and/or in pursuit of the agency's ultimate goals for the organization and IT Business Operations Interprets and applies IT-related laws, policies, directives, and provides IT-related guidance throughout the total acquisition life cycle. Guide, direct, and oversee all audit compliance through a sound and structured capability that documents the successful execution of general and application controls across the agency's IT environment. Direct guidance of Manpower Support, Contracting, Enterprise Architecture, Budget and Finance, conditions to be utilized through briefings, meetings, and advanced studies. Manages and improves the J6 policies, procedures, and business practices. For all positions individuals must have IT-operations related experience demonstrating each of the four competencies listed: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternative, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
