Duties

Serves as the Chief Technology Officer responsible for defining the Defense Logistics Agency technology direction to support the agency organizational goals and strategies. Serves as principal advisor to Defense Logistics Agency and J6 Information Operations Senior Leaders, defining and documenting DLAs desired end-state IT architecture. Creates and implements a vision and strategy for the IT framework, systems engineering, and the technical management of IT. Leads the strategy for technology platforms, partnerships, and external relationships on behalf of the DLA and Department of Defense agency partners. Develops strategic plans and sets timelines for evaluation, development, and deployment of new and current IT systems and programs. Oversees comprehensive/complex system designs and changes in system architecture to inform and recommend IT strategy changes that align with DLA IT strategic goals to DLA Senior Leaders and DoD agency partners. Develops, plans, and oversees implementation of short and long-range plans for acquisition of IT hardware, software, and firmware to support DLA vision within the Federal budgeting process. Performs Business Case Analyses determining return on investments utilizing investment strategies and business process reengineering techniques as it applies to IT.

Qualifications

To qualify for a Supervisory IT Program Manager (PLCYPLN/SYSANALYSIS) your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing Information Technology (IT) guidance that supports the development, sustainment and promotion of organizational technology standardization, awareness, competence, consistency, and efficiencies throughout the agency. Identifying and evaluating new and innovative IT products, technologies, and capabilities that have the ability and potential to further the agency's IT goals, and strategies. Tracking, analyzing, and monitoring advanced/complex technology performance metrics and analytics. Studying current and new advanced industry trends, technologies, and software development to implement information technologies strategies, evaluate the effectiveness, and make recommendations for IT infrastructure improvements. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternative, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
