Duties

Serves as the Supervisor of an Information Technology system under the IT Portfolio Manager (PfM) in the J-62 Program Executive Office. Directs and supervises a program management team with full control and authority over the assigned mission operations of the Program Office. Provides corporate process management services to include management and oversight of Major Automated Information Systems (MAIS) and other designated systems. Responsible for the performance of the programs and for directing and managing the DLA team currently dedicated to the purpose of refining, testing, and (cont.) (cont.) integrating business capability requirements into software applications both internal and external to DLA in support of the software lifecycle. Directs a team of Program managers and Agile team members to closely collaborate with DLA Business Product Owners and strategic partners (cont.) (cont.) to refine business capability requirements into software applications and to identify capability gaps that may impact operational missions. Provides functional advice and guidance to DLA HQ’s and the Field Activities on policies and proposed courses of action to assure compliance with existing policy, directives, and effectiveness in meeting the Agency's mission. Supports the preparation and delivery of program briefings to all levels of management within DLA, including the Director, as well as senior management officials throughout the Department of Defense (DoD). Supports the Agency Strategic Initiatives including Digital Business Transformation and IT software lifecycle modernization including directing and supervising Agile teams supporting DevSecOps maturation towards a continuous delivery pipeline. Directs and supervises Agile team members participating in DevSecOps software lifecycle that includes test automation and scrum methodologies to delivery capabilities across DLA platforms.

Qualifications

To qualify for a Supervisory IT Program Manager (SYSANALYSIS/APPSW), your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Directing the requirements analysis and testing phases of the Agile Software Lifecycle Development which support operational goals and objectives related to high levels of program and project management in support of Software Capabilities delivery. Interpreting functional requirements of program solutions involving the breakdown of functional processes into discrete requirements to be implemented into Commercial-off-the-Shelf (COTS) applications. Identifying "gaps" that are further refined into functional requirements, testing and to direct the implementation. Developing workload assignments to direct the program, recommending changes, and adjustments including revised resource levels and execution strategies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
