You will serve as a TELECOMMUNICATIONS SPECIALIST in the AC/S Communication and Information Systems, Service and Support Division of MARINE CORPS BASE CAMP PENDLETON.
Duties
You will act as a single point of contact to provide information, recommend solutions, resolve conflicts and induct service request/trouble tickets for all telecommunications transaction issues.
You will oversee design review of construction drawings and specifications for telecommunications systems, including wiring diagrams, building access and campus distributors.
You will maintain customer premise equipment inventories explain telecommunications policy, practices, and procedures, assists in the creation and distribution of the base telephone directory.
You will collect customer satisfaction and service quality information via the interactive Customer Evaluation (ICE) Program.
You will represents the Base communications office at meetings, conferences, and workshops with counterparts from other military services, federal agencies, and industry.
You will analyzes, manages and provides input/workload indicator data in order for the command to maintain proper staffing levels required to support the mission of the BCO commensurate with resource constraints.
You will identifies requirements and general planning objectives for meeting current and future communication needs.
You will coordinates with users concerning modification of requirements to minimize or eliminate technical problems or excessive costs.
You will reviews proposed communications elements of projects for completeness, mission supportability and justification of requirements.
You will oversee project management in contractor related tasks such as writing scope of work, estimating, site surveys and contractor selections.
You will oversee negotiations, technical analysis, performance monitoring, product or design review, evaluation of bids, invoicing and inspection and acceptance.
Requirements

- This is a Bargaining Unit position.
- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Performing managerial and staff work in the planning, implantation and program management of telecommunications programs, systems and services; and/or publishing long and short-range strategic guidance and the revising of objective and goals.

Education
In lieu of specialized experience, applicants may qualify based on equivalent combination of education and experience as shown below:
Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Ph.D. or equivalent doctoral degree
Or
3 full years of progressively higher level graduate education leading to such a degree
