You will serve as a TELECOMMUNICATIONS SPECIALIST (SPECTRUM MANAGER) in the HEADQUARTERS MARINE CORPS INSTALLATIONS WEST of MARINE CORPS BASE CAMP PENDLETON.

Duties

You will provide Marine Corps Installation level spectrum policy, guidance, and procedures. You will ensuring effective and efficient spectrum management is considered at all levels of operational planning. You will will establish procedures and guidance for the accurate assignment, coordination, and identification of discrepancies within the electromagnetic spectrum. You will responsible for the timely and accurate identification, reporting, and resolution of Electromagnetic Interference EMI for assured access to the electromagnetic spectrum. You will ensure MCI compliance with applicable international, national, DoD, Joint, DON and Marine Corps statutory and regulatory policies. You will provide local electromagnetic spectrum management, planning, policy, prioritization, and resourcing for MCIWEST and regionally supported commands/installations requiring spectrum management expertise as required. You will provide technical training and advice to MCIWEST installations. You will provide daily, semi-annual, and annual training statistics to the MCIWEST Operations Manger concerning all spectrum related training.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You may be recalled to duty outside of normal working hours.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You must possess certification in Spectrum XXI and be granted a Spectrum XXI account.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing supervision, management, support, planning, briefing, policy, guidance, and procedures and training in electromagnetic spectrum related issues.
