You will serve as a MINING EXERCISE and END-to-END OPERATIONS PLANNING LEAD in the Mining In-Service Branch (E62) of NAVSURFWARFCTR PANAMA CITY DIVISION. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,435).

Duties

You will be responsible for planning and execution of both individual and multi system/multi-platform exercises and/or demonstrations of mining systems to verify and validate effectiveness against various targets of interest. You will have expert level knowledge of DoD and NAVSEA Test and Evaluation, Test and Safety Review Committee (TSRC), Safety (including weapons safety), Acquisition and Technical Authority policies and procedures. You will be responsible for the development and execution of all phases of Test and Evaluation for the Mining Division. You will be responsible for managing complex mining demonstrations and exercises producing detailed plans, cost estimates, task prioritization, staffing, and scheduling. You will develop written correspondence, technical documents, plans, and briefs in a succinct and organized manner with no oversight and minimal rework. You will be responsible for training, mentoring, and collaborating with Sponsors, Flag Officers, senior engineers, technicians, military, contractors, vendors, and others regarding mining system testing and fleet demos for the Mining Division. You will maintain certifications as both a NSWC PCD Level 3 Senior Test Engineer (STE) and Level 3 Test Director (TD). You will serve as the Mining Test and Evaluation Subject Matter Expert (SME) in Systems Engineering Technical Reviews (SETR) for the Mining Division.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning and executing multi-platform system exercises to ensure compliance, manage demonstrations, develop technical documents, mentor personnel, and maintain certifications for the effectiveness and validation of mining systems.
