The primary purpose of this position is to serves as a first level supervisor by planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Intelligence, Surveillance and Reconnaissance (ISR) Division and serve as a senior intelligence analyst and subject matter expert engaged in the technical analysis and production of information.
Duties
1. Plans, organizes, and directs the activities of 616 OC, Intelligence, Surveillance and Reconnaissance Division, ensuring that ISR processes and procedures complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and ISR objectives. Researches, interprets, analyzes and applies DoD, IC, service, and other HHQ guidelines, policies, regulations. Establishes policies and procedures for accomplishment of intelligence analysis, ISR operations and integration, targeting, and enhanced air domain awareness mission areas.
2. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards.
3. Represents 16th Air Force (16 AF) and 616 OC with a variety of installation and functional area organizations. Represents 16 AF in meetings with senior planners from other MAJCOMs, Air Staff, DoD, National Security Agency (NSA), Defense Intelligence Agency (DIA), National Reconnaissance Office (NRO), National Geospatial Intelligence Agency (NGA); Department of Homeland Security (DHS); and other national agencies, and congressional staff members. Sets policy and procedures within inherent responsibilities of the position. Positions taken are viewed as authoritative and are considered binding on all affected 16 AF activities within the individual's area of expertise.
4. Develops and presents ISR capabilities to a wide variety of service, national, and coalition customers. Provides commanders and other customers the intelligence information and analysis derived from ISR assets to maximize their own forces' effectiveness by optimizing friendly force strengths, exploiting adversary weaknesses, and countering adversary strengths. Plans, directs, and manages the entire effort from identifying the need for information to delivering a fused intelligence product to a consumer. Seeks new techniques and technologies associated with intelligence processing concepts.

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: a mastery of one or more professional or administrative fields; knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations; knowledge of advanced analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources; knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities, new hypotheses and theories, and threat assessments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations; knowledge of advanced analytical principles, concepts, and methods to produce detail analyses of complex information/situations attained from multiple sources.
2. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities, new hypotheses and theories, and threat assessments.
3. Knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-knowledge relationships of the national IC, DoD, and USAF and knowledge of safety and security regulations, practices, and procedures.
4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage 16 AF capabilities in support of consumers, customers, and clients.
5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
6. Ability to communicate effectively, both orally and in writing.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
