About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 470th Military Intelligence Brigade, 717th Military Intelligence Battalion located at Lackland Air Force Base, Texas.
Duties
Responsible for Signals Intelligence (SIGINT) matters as they pertain to national and tactical operations up to and including technical guidance and expertise in the planning, resourcing, and employment of national and tactical sensors.
Supervises the conduct and assesses the efficacy of ad hoc and sustained collection and survey activities and recommends new collection requirements to intelligence community partner activities.
Equitably assigns work among employees at the direction of agency leadership and provides purpose and direction in accordance with office strategies and agenda.
Implements specific and general provisions of government wide programs in the area of equal employment opportunity and employee management relations to assure equal treatment of all employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- TDY is up to 25% of the time.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG-13 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: Demonstrated experience enhancing SIGINT planning, operations, training and programmatic activities in support of national priorities, activities and missions; providing consultation to the senior leadership on matters and strategies supporting National SIGINT Operations and requirements; assisting in the planning of work to achieve efficient and economical operations within allowable costs, staffing levels, and policies established by higher levels of supervision. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
