Duties

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category is at the "Senior" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. ***Salary Ranges shown includes local market supplement *** DUTIES: Serves as a senior advisor and primary consultant on Information Warfare plans and operations. Serves as Technical Expert. As Subject Matter Expert and Technical Expert leads customer engagement process to ensure AF customer is aware of, engaged in and satisfied with 16 AF products and services.   • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities, and competencies to meet the requirements of this position. Examples of creditable experience Thoroughly familiar with current capabilities and responsibilities of 16 Headquarters, Wing, Center, Group and Squadron capabilities and their relationship to AF components, Joint and jointly manned organizations and national- level Agencies. Mastery of AF, sister-service and Joint Information Operations Doctrines and their practical application. Intimately familiar with AF equities in and be able to exert influence upon national efforts. Expert operational skills within the intelligence and military communities as well as in-depth experience in policy, planning, management, execution, and evaluation of programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Knowledge of the National Intelligence Community to include multi-source intelligence products, applications, services, and resources, as well as information operations (IO) forces and expertise in the areas of information warfare/command and control warfare, security, acquisition, foreign weapons systems, and technology to support Air Force Major Commands, Air Force components, and Joint and national decision-makers. Comprehensive knowledge in intelligence and operational activities across the full spectrum of intelligence disciplines. Knowledge of the full range of intelligence planning, research, and collection methods, techniques, and practices and multi-source intelligence information systems to capture and report on data to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. Understanding of the operational requirements, concepts of operations and employment of intelligence systems in military environments, including the structure and operations of both ACC and Intelligence Community capabilities. Technical, leadership, and communication skills to provide local and national-level guidance in planning and conducting programs for the purpose of collecting, exploiting, and reporting scientific and technical intelligence data; and expert ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; the ability to interact in a professional manner with peers and senior officials in other agencies with minimal guidance and supervision; the ability to be responsive within short deadlines. Expert skills in executing Program Management responsibilities; acumen planning, organizing, and directing complex, multi-organization, multi-skillset activities across a wide variety of concurrent projects; knowledge of contract administration and termination techniques sufficient to direct resource manager and represent programmatic status to expert community stakeholders. Skill in analyzing difficult organizational issues and problems involving organizational operations and the ability to develop, prepare, or recommend new or revised directives, policies, and implementing instructions; and developing and presenting unique or adaptive solutions targeted for any aspect operation. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
