About the Position: Serves as the Accountable Property Officer (APO) with responsibility for overall management, direction, and control of the Installation Property Book Office.

Duties

Responsible for overall execution of the Command Supply Discipline Program, which includes inspection of supply elements of supported activities. Ensures the update and currency of hand receipts and audit trail records for all accountable property and reconciles hand receipts with the property book. Conducts investigations to determine cause of inventory or hand receipt discrepancies and initiates e-FLIPL process and removal of property from accountability as required and authorized. Coordinates with US Army Mission and Installation Contracting Command (MICC) and other management officials to ensure proper accountability of all government furnished equipment (GFE). Acts as subject matter expert and quality assurance expert in developing, revising, and executing daily operations and procedures. Serves as the Accountable Property Officer (APO) with responsibility for overall management, direction, and control of the Installation Property Book Office. Responsible for all phases of operations, procurement of equipment by requisition or purchase request; receipt of incoming equipment; storage; issue and maintenance of stock and maintenance of accountable records.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position will require occasional evening, weekend, and/or holiday hours, to include mandatory overtime as mission dictates.
  • TDY travel may occasionally be required 10%.
  • This position requires a Secret Security Clearance.

Specialized Experience: One year of specialized experience which includes: (1) Ensuring accountability in the storage, issuance, and receipt of supplies and equipment; (2) Recommending changes in operational policies or procedures to improve supply services and resolving problems in the oversight of supply procurement activities; and (3) Utilizing automated supply systems and/or databases to accomplish assignments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Supply Chain Management, Logistics Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: AccountabilityClericalInventory Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
