ABOUT THE POSITION: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Development Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Duties
Serves as the Property Book Officer (PBO) for the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) Command, responsible for the accountability of $100 million dollars of equipment on the property book.
Conducts life cycle management of 11,000 accountable items issued to 132 primary hand receipt accounts managed via the Defense Medical Logistics Standard Support (DMLSS) System.
Performs the full range of supervisory and Contractor Officer Representative personnel management and oversight duties.
Ensures all mandatory source requirements are met, that card purchase, and payment do not exceed authorized limit per purchase, as well as compliance with regulatory guidance for the Government Purchase Card (GPC) Program.
Responsible for the proper and appropriate disposal of all accountable property. Reports as excess if repairable thru the DMLSS System.
Develops reports using the Business Objects options with-in DMLSS-EM, in response to recurring and/or special requirements.
Responsible for the management of the command's Financial Liability Investigation program (FLIPL) as it relates to lost, damaged, or destroyed property.
Ensures the command meets all processing timelines and remains compliant with applicable regulations.
Reviews and prepares responses to Technical Manuals (TMs), Technical Bulletins (TBs), Service Bulletins (SBs), DHA Policies and Procedures, memorandum of agreement/understanding, and associated documents.
Manages and trains staff personnel on Acquisition Process of equipment using the General Fund Enterprise Business Systems (GFEBS). Trains staff on property payment procedures as set forth in the procedure for Wide Area Work Flow (WAWF).
Performs Billing Official duties IAW applicable guidelines, policies, and regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain Secret Security Clearance.
Qualifications
USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
SPECIALIZED EXPERIENCE: One year of specialized experience which includes: (1) providing technical oversight over medical supply management actions; (2) performing administrator functions in an electronic invoice receipt and document acceptance and tracking system; (3) maintaining property accountability using an electronic medical logistics management system; and (4) utilizing an electronic medical catalog database to source and purchase medical equipment and supplies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-12).
