About the Position: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Materiel Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Duties

Work requires specific knowledge of the Wide Area Work Flow (WAWF) Program, The Federal Acquisition Regulation and the Prompt Payment Act. Reviews and processes the Custom Army Reporting System (CARS) report and serves as liaison to expedite processing of receiving reports to facilitate the exchange of information and system changes. Reviews and interprets new and established polices, directives, instructions, trains personnel on concepts and procedures on WAWF, provides technical guidance to determine impact on the organization as it pertains to lowering interest penalties. Responsibility for both administrative and technical work in the management of linen, HAZMAT and regulated medical waste (RMW) programs. Requires extensive knowledge of Command Supply Discipline Program procedures and other applicable regulations. Knowledge and skills required include (1) system analysis; (2) evaluating supply management operations; (3) Army retail supply systems; (4) inventory management; and (5) assembly management. Knowledge of the Defense Medical Logistics support system (DMLSS) and the policies and procedures governing the use of DMLSS documents. Work involves the use of General Fund Enterprise Business System (GFEBS) and Defense Medical Logistics Standard Support (DMLSS) for ordering and receiving supplies and equipment. Certifies division card holders IMPAC credit card purchases to ensure purchases are allowed by regulation and support the functions of the department.

  • Must be able to obtain and maintain Secret Security Clearance.

Qualifications

USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. SPECIALIZED EXPERIENCE: One year of specialized experience which includes: implementing supply management programs and policies for supply management missions, supply, logistics, requisition/acquisition management, inventory management, Regulated Medical Waste (RMW) program management, assembly management, and financial management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
