About the Position: Serves as a Budget Analyst for the Army Material Command Logistic Data Analysis Center (LDAC), Mission Support Division (MSD), Resources Branch (RB), providing advisory related to organizational structure, mission and functions, manpower and civilian programs.

Duties

Serve as budget analyst for the organization executing of Operations and Maintenance (OMA) Army Working Capital Fund (AWCF) requirements. Oversee funding mechanisms throughout the complete Planning, Programming, Budgeting and Execution (PPBE) cycle to ensure proper integration, data integrity and consistency in presentation. Prepare and present appropriate consolidated, and/or special budget data for management review and decision support. Provide expert advice to program and financial management officials. Develop, prepare and maintain major program input for briefings, speeches, testimony, or presentation.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Incumbent must achieve Level II Financial Management within 24 months of the effective date.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes analyzing and reviewing budget estimates; evaluating budget execution and making recommendations; preparing financial reports using accounting software such as: General Fund Expertise Business System (GFEBS) to execute annual budgets and expenditures; interpreting budget/financial regulations; and advising management on budget requirements and impact on program operations. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification, and PresentationConcepts, Policies, and Principles of BudgetFinancial Management AnalysisOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
