This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA) . The incumbent will be responsible for providing authoritative advice on all aspects of financial management.
Duties
As a Budget Analyst at the NH-0560-4 broadband level some of your typical work assignments may include:
Lead team of financial integrators and execution analysts in financial management execution (Spend Plans, Funding Documents, Multiple Appropriations, and trend analysis).
Lead the execution team in developing and coordinating the activities of multiple stakeholders to produce integrated final products.
Develop, compile, and refine responses to internal and external taskings and drills.
Provide authoritative advice on all aspects of financial management, with primary focus on budget execution, tracking and reporting.
Conduct studies and analyses of financial execution of programs.
Recommend and/or implement remedial action to correct adverse trends and situations.
Make appropriate adjustments to current-year accounts and future-year budgets.
Problem solve by identifying rules, principles, and/or relationships that explain facts, data, or other information, and draw logical conclusions. Analyzes and provides solutions to complex problems.
Formulate organizational strategies, tactics, and budget/action plans to acquire and allocate resources.
Execute RDT&E, Procurement, and O&M appropriations within their characteristics, uses, applications, and structure.
Execute expert knowledge of budgetary policies, processes, practices regulations and laws, principles, and procedures in order to program and budget for resources among multiple appropriations and program elements.
Implement agency goals, resources, objectives, organizations and functions, and policies and organizations in order to research, plan, coordinate, and prepare financial reports and documents.
Utilize expert knowledge of automated data processing concepts and systems capabilities to effectively complete assignments.
Utilize MDA and Department of Defense Acquisition processes.
Utilize expert skill in communicating orally and in writing in order to brief executive leadership and provide guidance to team members and other MDA organization and employees.

- This is an acquisition position coded Advanced in Business – Financial Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 48 months of entry into position.
- Incumbent must acquire 80 Continuous Learning Points every 24 months.
- Must obtain/maintain Non-critical Sensitive/Secret security clearance
- This is a Financial Management Level III Certified position; Incumbent shall comply with the requirements of this certification program.
Qualifications
You may qualify at the NH-04 broadband level if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13grade level in the Federal service:
Applying the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities.
Experience in financial management execution (Spend Plans, Funding Documents, Multiple Appropriations, and trend analysis)
Problem solving experience including - Identifying rules, principles, or relationships that explain facts, data, or other Information, and draws logical conclusions. Analyzes and provides solutions to complex problems.
Experience with RDT&E, Procurement, and O&M appropriations and their characteristics, uses, applications, and structure.
Experience with budgetary policies, processes, practices regulations and laws, principles, and procedures in order to program and budget for resources among multiple appropriations and program elements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
