About the Position: Serves as the Army Material Command Supervisory Execution Branch Chief within the Program and Budget Division.
Duties
Analyzes and interprets agency, Department of Defense (DoD), Office of Management and Budget (OMB) budget and program guidance. Reviews, compiles, summarizes and prepares budgetary data contained in PBD/budget guidance.
Supports briefings and conferences to justify and defend budget estimates, program and resource requirements, and appropriation requests.
Analyzes the budgetary impact of new or revised legislation, policies, and procedures. Develops budget/program processes, procedures and guidance for executing financial management plans and programs.
Identifies the need for reprogramming between budget accounts and/or organizations.
Plans work to be accomplished by subordinates, set priorities and establishes schedules for work completion.
Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank.
Conducts special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements.
Analyze and evaluate financial management data using data analytics and visualization tools.
Requirements
- Must be able to obtain and maintain a Secret security clearance.
- This position requires Financial Management Level III certification within 24 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Specialized Experience: One year of specialized experience which includes controlling, and administering the use of appropriated funds, to include annual funding program, allotments, allowances obligated authorities, reimbursable, and other fund instruments; provide input to resource management budgetary plans and policies; financial review analysis; and providing fiscal advice, assistance, and recommended courses of action to all staff echelons and organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
