This position is located at the Department of Veterans Affairs Northern California Health Care System (VANCHCS) in Primary Care Service which is a major inpatient and outpatient tertiary referral center with two hospital-based divisions serving the VA Sierra Pacific Network (VISN 21).
The incumbent will be assigned to oversee performance and quality assurance of one or more sections within the service, as well as serving data analysis needs of Primary Care Service as a whole.
Duties

Duties include, but may not be limited to:
Provides research and independent recommendations to management project managers and analysts regarding integration of prototypes, as applicable.
Leads and facilitates analysis and development of prototypes, using agile-based methodologies; while recommending technical approaches for process improvement in the execution administrative and clinical functions.
Reviews data such as patient satisfaction, provider performance dashboards, SAIL metrics, and functions independently with knowledge of data analytics, process improvement fundamentals and group facilitation.
Executes strategies for maintaining and expanding data management and product development services that inform decisions at the highest level.
Monitors key performance metrics by using their knowledge of their assigned clinical area's operations to select appropriate parameters in established systems such as VHA Support Service Center (VSSC), Strategic Analytics for Improvement and Learning (SAIL), PATS, and V-Signals, and charted data sources.
Serves as a quality and data champion for the service and coaches the staff (including physicians, nurses, and advanced practice providers) how to properly create problem statements, select data constraints, and choose appropriate metrics to fully examine both defined and undefined problems.
Responsible for the quality administration of clinical care delivery for the service. Incumbent monitors care delivery metrics including, but not limited to Primary Care Physician Performance Dashboard, PATS, V-Signals, provider proficiency, OPPE and FPPE monitors. Incumbent will be responsible for management of quality assurance program for Primary Care service.
Responsible for ensuring compliance with federal, state, and local regulations and guidelines from entities such as the Equal Employment Opportunity Commission, Occupational Safety and Health Administration, The Joint Commission, and congressional acts such as the Health Insurance Portability and Accountability Act. Manages the resolution of findings related to internal and external survey visits and inspections. He/she works closely with Health Care System leadership and Quality Management staff to develop plans and implement actions designed to resolve any deficiencies found during these inspections and document how findings were brought to compliance.
The incumbent provides education, and training to inform staff of regulatory requirements and conducts audits for both administrative metrics and clinical environmental care metrics to ensure compliance.
The Management and Program Analyst is responsible for administering the quality assurance program for physicians and advanced practice registered nurses in their assigned section. This includes choosing appropriate metrics, ensuring completion of peer review, recommending and developing best practices for evaluation methods, and maintaining compliance with rules and regulations of the Medical Staff Office to ensure credentialing and privileging for the providers.

Promotion Potential: GS-9 The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-time, 8am - 4:30pm (Schedule subject to change based on the needs of the Clinic).
Telework: This position is telework eligible. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
