This position serves as a Program Analyst for the Veterans Administration (VA) Northern California Health Care System (VANCHCS) Telehealth (TH) service which reports to the Facility Telehealth Coordinator (FTC) and is located at the VA Medical Center at Mather, CA. Telehealth Service is under the Associate Chief of Staff (ACOS) of Clinical Informatics and is in charge of VA's Telehealth services and solutions for the Northern California Health Care System (NCHCS), Medical Service.
Duties
DUTIES OF POSITION WILL INCLUDE BUT NOT BE LIMITED TO:
Advises clinical and administrative staff on the availability of data resources available to capture data for daily work needs.
Trains stakeholders on the usage of existing data sources.
Meets with stakeholders to discuss the characterization of future solutions (i.e. data product, visualization).
Discuss, design, and counsel stakeholders on as is and 'to be' workflows, and how they integrate with desired solutions
Extracts and assembles data and information conducts analyses and develops reports or presentations
Uses analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency and effectiveness of Telehealth and Connected Care clinical operations.
Uses pertinent laws, regulations, policies and precedents which affect the use of the Telehealth and Connected Care Program.
Build SQL query scripts to address issues not resolved with existing VHA data products.
Trains stakeholders on the usage developed applications
Creates documentation for all solutions produced and creates presentations to show case solutions produced.
Plans and/or accomplishes special projects to support the overall mission requirements through developing methods for automating administrative data collection requirements and reports considering the interrelationships of reports and multiple uses of data.
Produces verbal and written summaries of solutions produced for management and leadership.
Work Schedule: Monday-Friday. 8:00am-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working knowledge of working with SQL, and familiarity with Microsoft SQL Server Management Studio in order to produce custom to fit data solutions that cannot be found using available existing VA resources, Working knowledge with Excel (including running macros, pivoting tables, connecting to remote DB servers), PowerPoint, Word in order to automate, repetitive data processing procedures and take advantage of the existing VHA's data warehouse, Knowledge and skill in rendering visually summary statistics in order to supply a quantitatively numerical picture of key measures for clinical staff and leadership, Knowledge and skill in applying analytical methods and techniques in addressing a question in hand. This includes but is not limited to qualitative and quantitative data collection methods, trending and the use of statistical tools, analyses, and presentation of data for use in decision making.

Physical Requirements: The work is mainly sedentary. Typically, the employee sits comfortably to do the work.
