This position is located within Quality Management Service at the Sacramento VA Medical Center in Mather, CA. The primary purpose of the position is to analyze data from hospital-wide and Service-level performance improvement programs into reports and databases.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Oversees the hospital-wide councils, boards, committees, subcommittees, and process action teams. Leads staff on Standard Meeting Guidelines and Procedures, reviews submitted charters from staff and reviews them for accuracy prior to sending it to the Operations Manager for submission and updates the organizational structure as changes occur. Completes monthly audits for all councils, boards, committees, subcommittees, and process action teams to ensure minutes, data for quarterly reports & annual reports are accurate, presence of charters, etc. are completed and maintained within the agreed upon site or drive that all staff can access to ensure compliance for survey readiness for the organization. Performs analyses and/or evaluation of programs and data for use in preparing status reports, briefings, and presentations. Attends committees meetings to fulfill documentation requirements of the committees. Collects information and analyzes reports required for the Risk Management (RM) Program within Quality Management service. Enters and analyzes data elements into appropriate databases and/or tracking systems Collects, analyzes and disseminates necessary data into appropriate graphs and reports. Establishes, maintains and analyzes current and accurate information system that contains all data records, materials and follow-up documentation related to the Risk Management Program and Ethics Program. Analyzes and synthesizes data related to RM quarterly reports, RM related suspense items, Peer Review reporting requirements, Tort Claims reports, Office of Medical Legal Affairs (OMLA), State Licensure Board (SLB), & Ethics Program projects and reporting requirements. Develops, gathers, and analyzes spreadsheets, graphs, excel and access databases in order to monitor data in support of the RM and Ethics Program. Conducts special projects as assigned and/or appropriate. Special projects generally involve factfinding and suggestions for problem resolution as well as assistance with development and implementation of new or reviewed policies or program changes. Develops policies by researching prior publications, regulations, and recommending new policies and/or changes in relation to the Enterprise Framework for Quality, Safety, Value, Risk Management and Ethics. Interprets such material and determines the extent to which the organization is affected and advises operating officials. Researches, collects, organizes, and displays data obtained from case files to perform program analytical work and makes recommendations and prepares required reports. Conducts focused studies as necessary. Performs other related duties as assigned. Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: Specialized Experience: One year of specialized experience equivalent to at least the GS-7 grade level in the Federal service. Specialized experience is experience performing analytical and evaluative work related to program operations; managing or functioning as a liaison for administrative matters; and performing data management, analysis and/or reporting. This experience must be detailed in your resume to receive credit. ~OR~ Education: A master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree that provided the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination of Experience and Education: An equivalent combination of specialized experience and higher-level graduate education as described above that demonstrates your ability to perform the duties of this position. You will be rated on the following Competencies as part of the assessment questionnaire for this position: ArithmeticKnowledge ManagementLeadershipProblem SolvingTeamwork IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary. It involves some bending, stooping, reaching, lifting of light items, and walking. The work requires periods of concentration to organize, perform, coordinate, and report on all aspects of the development and support functions of the Ethics and Quality Management Service.
