This position supports the service with the process of data gathering and analysis, assisting/managing VA Northern California Health Care Systems' performance measures program, and creating/evaluating action plan/reports. They assist in education and training related to the facilities' performance measures standards. They serve as an expert resource for matters related to data capture along with spreadsheets and graphic software for managerial, administrative and clinical purposes.

Duties

Major duties include, but are not limited to the following: Collects, analyzes and evaluates data and works closely with facility program managers and champions who are involved with the specific performance measure for the VANCHCS to assist with data capturing and creating action plans to meet the facilities' performance measures standards/target. Responsible for the complex analysis of clinical and administrative performance within this medical center and CBOC's using data available at the local, VISN and national level such as but no limited to IPEC, VSSC, ProClarity, Pharmacy Benefits Dashboard, Primary Care Compass, HEDIS, ORYX, and Strategic Analytics for Improvement and Learning (SAIL) report . Reviews information and applies standard analytical techniques such as statistical process control charts, control limits, XMR charts, exponentially weighted moving average charts, and/or variable life adjusted display charts. Develops reports, presentations, recommendations, and proposals based on his/her analysis of factors contributing to performance measures that are not meeting the target. Coordinates with the facility program managers and champions to assure that all reports and analyses are completed and submitted in a timely fashion to Executive Leadership. Preferred Experience: Ability to establish, maintain and analyze current and accurate information system that contains all data records, materials and follow-up documentation related to the Quality Management Service. Ability to conduct special projects as assigned and/or appropriate. Special projects generally involve fact-finding and suggestions for problem resolution as well as assistance with development and implementation of new or reviewed policies or program changes. Work Schedule: Full Time. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
