The employee serves as a program analyst performing assignments that are typically limited in scope or clearly defined segments of larger projects. The employee performs assignments for a program which has a recurring need for data gathering, analysis, and interpretation, or may perform work involving special projects assigned to higher-graded program analysts.
Duties
Major duties include but are not limited to:
Formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations.
Recommends solutions for program officials and supervisors.
Develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components.
Applies a range and sequence of analytical steps appropriate for the assigned studies, or portions of studies, from planning through fact-finding to reporting results.
Makes recommendations for me or modified developments, priorities, and objectives to improve the performance in mission-related programs.
Establishes study methods and techniques to be utilized in program studies and audits.
Interprets findings resulting from studies that are independently developed.
Analyzes and evaluates the effectiveness of program operations in meeting the established goals and objectives of the designated office component.
Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related program functions.
Researches, investigates, and conducts comprehensive studies relating to the efficiency of major program operations.
Performs comprehensive program analysis and evaluation, taking into consideration factors such as cost effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines.
Work Schedule: Full Time, Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: skills in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues and problems of a procedural and/or factual nature. The problems deal with readily observable conditions. Knowledge is required of the principles, concepts, and methodology of line programs. Assignments require skill in conducting interviews with supervisors and employees to obtain information necessary to evaluate and analyze the issues of the assignments. (This experience must be well documented in your resume or application package).
