Duties
Serves as subject matter expert for application development and integration services in ERP system including JDA, Blue Yonder, SAP ECC, IBP/APO and SRM
Provides expert technical knowledge and technical leadership for developing and revising complex objects which use/modify AIS data to meet requirements specified by DLA process owner/customer.
Develops design specifications and documents Computer Software Configuration Items (CSCI).
Develops coding for more complex objects or projects.
Provides software development/integration perspective on functional requirements and specifications.
Advises on Commercial Off-the-Shelf (COTS)/ Government Off-the-Shelf software (GOTS) components.
Provides expertise to individual project teams to ensure that the software specifications for proposed software fixes, enhancements and other changes are consistent with both business policy and efficient system performance.
Provides expert advice on the impacts, risks and risk mitigation of software development decisions, plans, schedules, designs and specifications.
Works with Enterprise Architecture representatives to ensure solution is compatible with architectural policy and directives.
Technical mentor to team members on advanced application development methods and techniques, including but not limited to the use of tools such as GitHub and Jira.

Qualifications
To qualify for an IT Specialist (APPSW), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Uses a variety of application programming languages, (SAP ABAP, UNIX, Oracle, Structured Query Language (SQL), SQLplus, JAVA, C, Window, etc.), general programming tools (CASE tools, reusable code, Fortify) and language-specific developer kits (e.g. Workbench, Java Developers Kit) to write/modify applications, interfaces, extensions, reports and forms to satisfy user requirements.
Uses SAP development tools such as ATC, Solution manager, CVA, Ui5, or NetWeaver.
Analyzes, designs, documents, develops, integrates, modifies, tests, installs, implements, and supports three new or existing COTS/GOTS application software, with responsibility for applications with new, unique, or complex design/interface requirements.
Analyzes user requirements to identify needs, evaluates technical feasibility, suggests alternate approaches, and develops solutions in terms of software design.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
