Commissary Contractor Monitors conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary. Specific assignments vary by individual store and store management requirements.

Duties

Conducts quality assurance inspections and contractor surveillance. Provides comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives. Approves or rejects contractor's work schedule and checks work for quality and timeliness. Maintains the store's space allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable. Advises commissary or contracted order writers. Acts as the commissary manager's representative during the night time hours to ensure government property is secure. Requirements

Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify. When using education to meet qualifications you must submit transcripts. See Required Documents for more information. Experience: One (1) year of demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices (specialized experience) equivalent to at least the GS-5 grade level. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include: Conducting quality assurance inspections and contract surveillance duties of specified commissary or retail grocery contracted services. Applying retail grocery store administration policies and procedures as they relate to established contracts. Monitoring vendors and/or contractors in a retail setting to ensure proper inventory. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Physical requirements: (1) Stand, stoop, kneel, bend and climb for prolonged periods. You will attest to your ability to perform these physical requirements in the Questionnaire. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. Time after competitive appointment.
