The Chief, Business Office collaborates in a team-oriented, customer-driven, professional environment to develop new models of care that emphasize prevention, improve access and coordination of care; educate and empower patients and their families; enhance the customer experience with human interactions and therapeutic alliances; and promote the coordination, continuity, and integration of care.

Duties

Duties include, but are not limited to: Formulates and issues policies, through the Director, relating to the broad areas of Health Administration and Community Care. Participates in Daily Management System (DMS), which includes the coordination of service- level huddle, attending and coaching the huddles of subordinates, participating, and facilitating the Administrative Chief's huddle on behalf of the Associate Director (GS-15), and participation in the Enterprise Huddle. Partners with and advises Healthcare Group (HCG) Chiefs in the high-level coordination of facility wide management of clinic setup, encounter management/completion, medical documentation, scheduling, and Patient Preferred List), procedures, directives, and practices in daily operations. Formulates and issues policies, through the Medical Center Director (MCD), relating to the broad area of health administration. Design and implement internal and external customer service studies to analyze/evaluate study results and data to identify opportunities and gaps, engage in process improvement activities, and/or track goal/objective progress. Advise and provide regular reports to Executive Leadership on Business Office activities and support of administrative clinic management for the Medical Center. Designs and implements studies such as gap analysis, population modeling, service demand, needs assessment, Strength/Weakness/Opportunity/Challenges (SWOC), make/buy analysis, and other studies to analyze results/data to develop both short and long-range strategic direction/plan and annual business plan to the MCD to inform decisions in staffing levels/distribution, space, equipment, contract, budget/spend plan, education/training plan, and tactical objectives. Has oversight for the selection of Community Care providers, provides feedback for the facility on the adequacy of the Network of Community Providers, and assists with the review of quality metrics in the community, and identifies gaps and issues on behalf of the facility. Develops both long and short-term goals, policies and plans for the organization by coordinating the medical administration needs of the medical center. Identifies trends, accomplishments and/or deficiencies related to the program to devise solutions or propose alternate courses of action. Communicates and coordinates with appropriate medical center personnel, Resource Management personnel and VISN staff to overcome technical data collection concerns, software use, and validation of workload accuracy. Analyzes and evaluates the effectiveness of the Medical Center clinical center operations and program in meeting established goals and objectives. Evaluates the state and VISN wide programs against short and long-range objectives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directing the program management of the office for matters involving staffing, recruitment, promotions, awards, position classification, training and disciplinary actions; Provides input in regards to the budgeting, contracting and financial management of assigned sections; Responsible for guidance and implementing programs for workload data integrity and program success; Ensures that procedural, legal and administrative requirements of the programs under direct supervision are met; Directs development of personnel documentation and personnel actions for assigned section. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
