The incumbent assists in all aspects of the development, coordination, and management of the Center for Development and Civic Engagement (CDCE) Office and is responsible for independent management of specific programs or portions of larger programs. This includes, but is not limited to, planning, establishing, and implementing policy, developing program goals and objectives, managing, evaluating, and coordinating (internal and external) resources of assigned areas.
Duties
Duties include, but are not limited to:
Assists the Chief of Organizational Health and Experience in developing short and long-range plans for the accomplishment of CDCE goals and objectives.
Develops and implements programs and program changes to meet the facility's or other VA-affiliated program's needs.
Assists the CDCE in developing innovative/creative community outreach programs that provide volunteers and financial resources.
Responsible for interviewing, scheduling, placement, and evaluation of volunteers.
Consults with clinical and administrative staff to develop appropriate volunteer assignments based on individual aptitude and interest, creating position descriptions for each position, ensuring essential duties are clearly stated, determining schedules, and conducting general orientation for new volunteers.
Responsible for preparing all CDCE and volunteer personnel files in accordance with The Joint Commission and standards for VHA volunteers.
Coordinates data analysis from diverse sources to prepare reports and evaluations of CDCE programs and other initiatives.
Responsible for implementing the strategic and operational plans developed by the CDCE.
Manages sharing agreements, such as Memoranda of Agreements or Understandings, to ensure these are updated annually or per the terms of the agreement, and reflect current policies and procedures mandated by both local and national guidance.
Evaluates and implements best practices for optimal recruitment and resource support of the health care system operations or affiliated VA programs across Administrations.
Manages the day-to-day operations surrounding the organization's development activities and conducts and analyzes routine needs assessments to ensure alignment with the facility's strategic plan.
Responsible for ensuring fiscal management and accountability through accurate reporting, documentation and storage of all financial records and ensures compliance with national, VISN, and local audits.
Provides education and training to staff on the proper use of donation expenditures, restricted purchases, and procurement requirements.
Work Schedule: Monday-Friday 07:30 AM-04:00PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Partners with internal and external stakeholders to support requests for donations and volunteer positions; manager of Voluntary Service with full delegated authority and responsibility for designing and maintaining Voluntary Service programs that meet the needs of patients, their families, VA staff and the healthcare system; Recruits, retains and develops the talent needed to achieve a high quality, diverse workforce that reflects the nation, with the skills needed to accomplish organizational performance objectives while supporting workforce diversity, inclusion and equal employment policies and programs; Executes the operating budget, prepares budget requests with justifications and manages resources to maximize potential and accomplishment of organizational goals; Adheres to all mandatory requirements such as Departmental policies, applicable laws, regulations and Executive Orders. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completing graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is moderately sedentary, although considerably variable. It requires a fair amount of standing, sometimes for long periods, walking, climbing stairs, and bending. Work may require some heavy to moderate lifting, transporting of materials, equipment and supplies for special events and other programs. Due to the diverse nature and scope of the work, it may require occasionally working in extreme temperatures (hot or cold). Driving or riding in a vehicle is also required on a routine basis to provide coverage, trainings, or other support at off-site clinics; attend outside community meetings; and support special events.
