The Program Specialist (Employee Experience Officer) supports the structure and culture of the VA and how employees perceive VA and their role in the Department by forming collaborative relationship with Employee Whole Health (EWH) coordinators and Clinician focused Chief Employee Well-Being Officers (CWO) who promote a proactive model of health and well-being that helps to mitigate stressors and challenges employees face in day-to-day living.
Duties
Duties include but are not limited to:
Adheres to all mandatory requirements such as Departmental policies, applicable laws and regulations and Executive Orders.
Directly responsible for the setup, mapping, validation, promotion, and administration of the All Employee Survey.
Researches and evaluates existing programs having an impact on the employee experience and making recommendations, based on research and analysis, to improve said programs.
Aids in the development and execution of project plans, establishing priorities, and tracking respective project requirements for the purposes of keeping direct supervisor informed.
Initiates and fosters collaboration with internal and external partners involved in Employee Experience such as the Employee Whole Health, Clinician focused Chief Employee Well-Being Officer, and Chief Diversity Officers to assist in establishing new or improving respective programs.
Serves, supports/advocates as trusted advisor and thought leader on employee experience, engagement, and workforce development to executive leadership.
Serves as advisor to leadership on strategy and strategic issues.
Evaluates existing and relevant Department level strategy and planning through analysis of data, studies, reports, and briefings and advocates for Employee Experience, Employee Whole Health & Well-Being, and I-DEA to be represented in that strategy and translating Department level strategy to tangible action at the local level.
Collaborates with EWH coordinators, CWOs, and CDOs in coordinating, and executing the development of an annual Employee Experience, Organizational Management, Equity, I-DEA, and Employee Whole Health plan that is included in an annual cultural competency plan.
Identifies, analyzes, and interprets local and national trends or patterns to understand employee expectations through All Employee Surveys (AES) and ESignals data.
Skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Work requires considerable interpersonal skills in presenting recommendations and negotiating solutions to disputed recommendations.
Work Schedule: Monday - Friday 7:30 to 4:30

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of mandatory requirements such as Departmental policies, applicable laws and regulations and Executive Orders. Experience in researching and evaluating existing programs having an impact on the employee experience and making recommendations, based on research and analysis, to improve said programs. Experience in the development and execution of project plans, establishing priorities, and tracking respective project requirements. Working knowledge of Initiating and fostering collaboration with internal and external partners involved in Employee Experience. Has Served as advisor to leadership on strategy and strategic issues. Ability to Evaluate existing and relevant Department level strategy and planning through analysis of data, studies, reports, and translating Department level strategy to tangible action at the local level. Possess strong interpersonal skills in presenting recommendations and negotiating solutions to disputed recommendations.

Physical Requirements: Typical office work not requiring special physical demands. Work environment should be ergonomically appropriate. Telework or remote work as approved and appropriate.
