The incumbent serves as the Electronic Health Record (HER) Change Management Lead as a member of the facility level EHR Deployment Team. The incumbent reports directly to the Chief, Health Informatics Officer. The incumbent will lead change management strategies and plans that maximize adoption, minimize resistance, and meet project objectives.

Duties

Duties to include but not limited to: Provides project management and programs development. Develops programs to ensure that quality provisions are planned, developed and implemented to identify, prevent and correct unsatisfactory conditions and elements. Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and the quality process. Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Gathers information, identifies and analyzes issues, and develops recommendations to resolve substantive problems of effectiveness and efficiency of work operations. Monitors compliance with program regulations. Develops and implements procedures for data collection and management. Develops policies, guidelines, and procedures. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2023. Time-In-Grade Requirement for GS 11: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS 11: You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: skill in applying a wide range of advanced practices, theories and emerging information in health care, performance measures and applications; use of data software packages such as typical and atypical Microsoft Office products, VISTA, CPRS, VSSC, MCA Database, data cubes, etc.; experienced knowledge of VHA operations, national databases, analytical/descriptive and inferential statistical techniques and computer application/creation development techniques; in-depth knowledge of emerging state-of-the-art technology, VA protocol, regulations, programs and processes related to data management and use; comprehensive knowledge of the data life cycle to include data design, collection and management; leadership skills to guide and ensure success of multidisciplinary teams and to lead and manage informatics-related projects; knowledge of qualitative and quantitative techniques for collecting, analyzing and interpreting a wide variety of data to measure the effectiveness, efficiency and productivity of administrative, clinical and technical health care programs; skill in communicating both orally and in a variety of written media with all levels of end users; knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, fiscal management and budget and related administrative areas to ensure compliance; knowledge of key personnel and lines of authority within a medical facility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., in a related field that demonstrates the knowledge, skills and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond more than 1 year or 18 semester hours. Physical Requirements: Work is primarily sedentary. Some walking, standing, bending, and carrying light office items is required. Travel may be required to attend various facility meetings.
