Serves as the Deputy Chief of the Business Office for Sheridan VA Health Care System and reports directly to the Chief of the Business Office, providing leadership and managerial support for over 125 full-time employees. Provides high-level leadership support to Business Office staff, upper management, and clinical services. As a subject-matter expert (SME) you will oversee all these critical programs in conjunction with the Chief, to include supervisory duties of all section managers.

Duties

Major Duties but not limited to: Program and Personnel Supervision: 50% The Deputy Chief will be under the direct supervision of the Chief of the Business Office. Employee partners with Chief on duties and serves as service chief for the Business Office in their absence. The employee will provide direct supervision and leadership to section managers within Business Office and work with the section managers to ensure day to day operations. This requires the employee to be a SME in each Business Office section, including outpatient scheduling, HIM, Community Care, and inpatient administration. The employee will be responsible for driving VA and VHA change initiatives that affect medical support staff in all clinical areas, to include any lead or supervisory staff in those sections. The employee oversees contracts and fiscal management as they relate to various Business Office programs. Employee writes, reviews, and develops policies for all sections within Business Office. Employee effectively evaluates Business Office programs for efficiency and productivity to support healthcare systems and patient administration. Employee supports the Chief of the Business Office in analysis for increased utilization and optimization of Business Office programs internally and those initiated and/or driven from program offices of the organization, i.e., VHA and VA. Program Management: 50% The employee will be responsible for coordinating and supporting mechanisms for successful data collection; ensure accurate, timely and consistent data is entered into the Health Care System database and VHA reporting sites in real time; provides the vision for development of monitors in measuring all data input; manages programs that require in depth training with the Business Office Trainers to ensuring that Business Office and other identified Health Care System staff are educated and accountable for data management. Employee is responsible for producing executive reports and analyzing dashboards for effective service-wide improvements. Coordinates the collection of data concerning patient care activities; makes computations as required and reports monthly, quarterly, or annually to management. Receives requests from other sources and determines the best method of presenting data to executive leadership. Employee develops various ways to adapt to changing methods of delivering executive reports that may be required by VISN, VHA or VACO. Must demonstrate and apply sound knowledge of English usage and proper formatting and application in preparation of formal correspondence in response to inquiries, reports, audits, etc. Employee must have managerial skills with a high degree of aptitude in oral presentation, written communications as well as a sound mathematical base to perform assignments. Subject matter expert (SME) and responsible for oversight of effective program management in Health Benefits, Enrollment/Eligibility, HIM, Community Care, Patient Funds, Lodging, Health Administration Specialist on Duty, Decedent Affairs, facility reports, Ward Administration support, and outpatient clinic operations. The employee must have the ability to communicate effectively as a SME with executive leadership and community stake holders. Maintains contact with clinical personnel and other staff in various clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care. Intervenes and resolves elevated disputes between the Veteran and other staff. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs the program management of the office for matters involving staffing, recruitment, promotions, awards, position classification, training and disciplinary actions. Provides input in regards to the budgeting, contracting and financial management of assigned sections. Responsible for guidance and implementing programs for workload data integrity and program success. Ensures that procedural, legal and administrative requirements of the programs under direct supervision are met. Directs development of personnel documentation and personnel actions for assigned section. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
