Serves as the Kill Chain Branch Head in the Weapons and Technical Intelligence Division at the Marine Corps Intelligence Activity in Quantico, VA. You will oversee a team of military and civilian analysts evaluating C4ISRT and counter-C4ISRT technologies, systems, and vulnerabilities. Responsible for leadership, supervision, training, production, and quality control aspects to ensure mission success.

Duties

You will serve as a Branch Head working directly under the Weapons and Technical Intelligence (WTD) Division Head in the S2 Directorate. You will function as a subject matter expert representing USMC DCI or MCIA service level in a specific intelligence/threat-related area. You will guide intelligence analysis and conduct continuous reviews of products to ensure accuracy of input, appropriateness of methodology, adequacy of content and creditability of results. You will supervise all personnel assigned, interview, hire, and evaluate performance, and initiate all personnel actions. You will interpret and advise on legislation, laws, policies, rules, directives and other regulatory guidance affecting the administration of the organization's programs.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examinations.
  • This position may require a 2-year DCIPS trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Exercising oversight, planning, and direction of intelligence production compliant with Intelligence Community Directive (ICD) 203 standards; 2) Assessing capabilities, characteristics, performance, signatures, and vulnerabilities of Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance, and Targeting (C4ISRT) and counter-C4ISRT technologies, sensors, systems, networks, denial and deception, and kill-chains/kill-webs; 3) Exercising advanced understanding of offensive and defensive cyber capabilities and operations; 4) Leading teams of intelligence analysts (military, civilian, and/or contractor), including technical, administrative, and management tasks; 5) Coordinating and collaborating with joint and partner intelligence agencies; and, 6) Understanding the principles, concepts, and procedures of intelligence integration and fusion capabilities to synthesize large data sets to make recommendations to senior analysts and staff.
