DCSA's CI/Insider Threat Directorate is seeking an experienced CI professional to serve as the Chief of the Analysis Division. The Division is tasked with identifying and assessing foreign intelligence threats to the USG's trusted workforce and critical technologies, conducts Analysis & Production, and supports Collection and CI Functional Services. Duties

As a SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties: As the Chief, Analysis Division, Counterintelligence (CI) and Insider Threat Directorate, DCSA. As such, the incumbent is responsible for the establishment and implementation of a program to fully and most effectively integrate emerging and persistent threat information and analysis, CI issues and policies, and manage an organization that is responsible for implementing integrated CI program strategies and national security solutions into the DCSA core missions. Identifies, analyzes, and recommends implementation of policies and procedures that would improve Agency processes. Oversees the effectiveness of CI integration by maintaining liaison with Agency component senior staff, regional management and field personnel, and by providing CI threat information to drive threat-informed, risk-based decisions. Supervises a cadre of analytical personnel (40+ individuals) to include a GG-15 Deputy Division Chief and multiple Supervisory Intelligence Operations Specialists (GG-14), who handle complex issues, and guides programmatic, and policy decisions. Performs the full range of analytical and production functions which feeds collection management and CI functional services, feeding the intelligence cycle. The incumbent spends a minimum of twenty-five percent of their time in performing classical supervisory duties. Applies a highly-developed skill to provide direction to subordinates who produce proactive responses to potential espionage, technology transfer, intellectual property, and other CI -related threats posed by Foreign Intelligence Entities (FIE). Responsible for planning and directing large-scale analysis/production in the assigned program areas. Establishes analytical counterintelligence research/analysis planning goals and objectives; determining operating analytical guidelines, methodologies, and related agency policies, approaches, and modes of operation within the broad framework of executive orders, statutes, DCSA and DoD directives. Assembles and supervises teams for examining highly complex analytic and production efforts. Reviews and assesses substantive products for technical accuracy and the coordinated requirements fulfillment of the various analytical teams. Responsible for the quality and timeliness of the teams' analytical production effort, to include: the technical review of work to analyze and interpret raw threat data and information obtained by DSS in the routine conduct of its missions; to correlate and convert the information into an understandable form for use and distribution in agency publications, training, and operational policy guidance. Responsible for the quality and timeliness of the Division's analytical production effort. Advises senior agency leadership on major counterintelligence analysis program and IC and DoD community-wide developments and apprises them of significant problems and recommends resolutions thereto. Coordinates on procedural and regulatory issuances intended for dissemination. Develops measures both internally and externally to further integrate DCSA CI analytical products into the intelligence community. Has primary responsibility for the year-end collection trends analysis publication. Serves as a senior CI Directorate instructor and adjunct CDSE faculty member for CI analytical related courses. Assists in the development, planning, and contributes to a comprehensive training program on CI and related issues to DCSA employees in the industrial security. Conducts assessments of and contributes to active DCSA collection strategies. Analyzes the quantity and quality of collection data (e.g., statistics and coverage) to assess ongoing collection efforts. Recommends changes to the collection strategy based on this assessment to enhance future collection. Develops innovative approaches to collection gaps and identifies new collection opportunities to close these gaps.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.
