Serves as a Deputy Division Chief, Analysis, in the Office of Counterintelligence, for DCSA. Reports to the Division Chief for Analysis, interacts with analysts, Intelligence Community (IC) members and Law Enforcement (LE) to provide threat assessments to customers. Supervises a cadre of analytical personnel to include Intelligence Operations Specialists (GG-14), and contractors. Responsible for the management and oversight of government and contractor tradecraft specialists.
Duties
As a Supervisory Intelligence Operations Specialist you will be responsible for the following duties:
- Supervise a cadre of analytical personnel and contractor specialists who handle complex issues, and guides programmatic and policy decisions. Provide direction to subordinates who produce proactive responses to potential terrorist, threats posed by foreign intelligence entities.
- Establish analytical CI research/analysis planning goals and objectives; determining operating analytical guidelines and related agency policies, approaches, and modes of operation within the broad framework of executive orders, statutes, DCSA and DoD directives.
- Responsible for the division's overall quality and timeliness of analytical production, to include: the technical review of work to analyze and interpret raw threat data and information obtained by DCSA in the routine conduct of its missions; to correlate and convert the information into an understandable form for use and distribution in agency publications, training, and operational policy guidance.
- Advise CI leadership on major CI analysis tradecraft, program, and Intelligence DoD communities-wide developments and apprises them of significant problems and recommends resolutions.
- Represent the CI Directorate in various DCSA conferences, meetings and interagency groups (as designated) at which problems and issues of significant consequence to the DCSA' mission are addressed and resolved.
- Lead and direct tradecraft efforts, support of research/analysis, to deter, detect, and disrupt FIE from gaining unauthorized access to U.S. information and technology in cleared industry.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Advanced comprehensive, and intensive knowledge of the full spectrum of CI and law enforcement programs and issues; the ability to fuse basic descriptive intelligence, current reportorial intelligence, and speculative-estimative intelligence into finished intelligence; and the ability to lead groups, negotiate compromises on opposing positions, and persuade management to accept proposals and recommendations.
