DCSA's Counterintelligence Cyber Mission Center (CMC) is seeking a Division Chief to lead Cyber Threat Analysis and Operations. The CMC identifies, assesses, and deters threats to cleared industry, cleared personnel, DoD, and DCSA. This is an excellent opportunity for those with expertise in Cyber CI collection, intelligence analysis and production, as well as leading intelligence professionals in the identification of cyber threats and vulnerabilities exploited by cyber actors.
Duties
As a SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:
- Lead, direct and supervise two teams of analysts in supporting the DCSA counterintelligence (CI) cyber mission.
- Set the direction, organizational goals, and priorities of teams' efforts in accordance with the DCSA, Counterintelligence and Insider Threat Directorate, and Cyber Mission Center (CMC) mission, vision, and strategic goals.
- Assist in the planning, analysis, development, implementation, maintenance, enhancement, and communication of complex cyber programs, procedures, and tools. Ensure compliance and adherence to all relevant cyber and counterintelligence policies, directives, guidelines and applicable laws.
- Oversee the analysis of technical cyber information identifying threats, sharing threat information, and enabling deterrence and mitigation, as well as the production of reporting and finished intelligence.
- Correlate and convert technical information into an understandable form for use and distribution in briefings, agency publications, training, and operational policy guidance.
- Inform DCSA CI and cyber policy development, strategic planning, and implementation.
- Represent DCSA at cyber/counterintelligence working groups and analytical exchanges.
- Enhance counterintelligence-related cyber threat and vulnerability awareness among internal and external consumers.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Expert experience collaborating across boundaries to build strategic relationships and achieve common goals. Also, expert knowledge and experience in the field of cyber counterintelligence (CI) threat analysis at the tactical, operational, and strategic level. Expert experience in in depth research, compilation, and analysis of a wide range of complex and sensitive information to determine Cyber-based adversarial threats to US interests. Expert experience in cyber counterintelligence-focused analysis and production in accordance with Intelligence Community standards and directives is essential for this position.
